Kabis is an online system where information about rented vehicles and the individuals renting them is reported to the General Directorate of Security by rent-a-car companies. Launched in 2015 and made mandatory by rent-a-car companies, the aim of this system is to facilitate the identification of perpetrators in crimes committed using rental vehicles and to prevent terrorist crimes. A similar system has been used in the hotel industry for many years, and its use is now mandatory.
How to become a member of KABIS?
If you are a rent-a-car company manager, you only need to note down your company's license and tax certificate, along with the static IP address you obtain from your internet service provider, and apply to the relevant unit (Rental Vehicle Notification System Provincial Manager) at the Public Security Branch Directorate, Police Station, or the nearest police station. You will be given a form to fill out, and you will need to submit this form, along with the documents you brought and your static IP address, to the relevant unit. After these procedures, your access information to the system will be sent to you via email by law enforcement. The application and membership process is still conducted through in-person applications; there is no direct KABIS application option via e-Government.
How to use KABIS?
You will be able to log in to the system at arackiralama.egm.gov.tr using the access information provided to you by the General Directorate of Security. From this point on, you should visit this address regularly and register the information for each vehicle you rent in the system.

What is the KABIS (Rental Vehicle Notification System) member code?
A unique membership code is prepared for each business and sent to the rent-a-car company by the EGM (General Directorate of Security). You can access the KABIS system using this membership code along with the accompanying password.
I forgot my KABIS password, what should I do?
If you forget your KABIS password, you should report the situation to the security forces as soon as possible and submit a request for a new password to the relevant unit. KABIS password renewal procedures are only carried out with a signed application. Furthermore, continuing rental activities without registering with the system may result in penalties.
What is the KABIS fine?
The fines imposed on companies that fail to submit a KABIS notification or provide incomplete/incorrect information vary from province to province; however, they generally reach tens of thousands of Turkish Lira. Failure to submit the notification again, or continued provision of incomplete/incorrect information, can lead to more severe penalties, including the revocation of the business license. Can an appeal be filed against a KABIS fine?
The owner of the company that has been fined has the right to appeal to the relevant Magistrates' Court within 15 days of the date the fine was imposed.
What are the requirements for becoming a member of KABIS (Rental Vehicle Notification System)?
To register with the system, your rent-a-car company must have complete legal operating documents and a clean record. Since the system requires a single IP address per company, you must purchase a static IP address service from your ISP (Internet Service Provider) and provide this IP address to the relevant security unit during your application. If there are no issues with the information and documents you provide, the relevant unit will create your membership and send you your access information via email.
