What is KABIS?
KABIS (Rental Vehicle Notification System) is an official system through which rent-a-car companies report information about rented vehicles and renters to the General Directorate of Security online. The legal basis for the system is Article 3 of the Annex to Law No. 1774 on Identity Reporting; this article came into force on March 27, 2015, with Law No. 6638, and according to the source page, the system was operationally activated on October 3, 2015. The aim is to enable law enforcement to instantly track the identity information of rented vehicles and renters, thereby preventing the use of vehicles for criminal and terrorist purposes.
KABIS is an official state system operated by the General Directorate of Security — Titarus is not a replacement for this system. Titarus is an integrated business software that automatically generates the mandatory notification required by KABIS from reservation/contract data, eliminating manual data entry.
How to Register with KABIS?
The following 5 steps outline the application process a rent-a-car business can follow for KABIS membership.
-
Prepare the necessary documents: Keep your license/operating permit, tax certificate, and static IP address information together.
-
Apply to the nearest police station with a written application: Submit a written application to the police station in the area where your business is located.
-
Wait for your application to be reviewed: Your application will be examined and a unique member code will be created for your business.
-
Receive your access information by email: Your username and password will be sent to the email address you provided in your application.
-
Log in to the system and start submitting notifications: Start registering rented vehicle and customer information by logging in at arackiralama.egm.gov.tr; note that there is no direct application option via e-Government.
What documents are required for KABIS?
-
The company's legal activity/business license (permit)
-
Tax certificate
-
Static IP address information
-
Clean criminal record (membership requirement)
-
A written application form to be submitted to the nearest police station.
What are the benefits of automatic KABIS notification?
-
Automatic notification instead of manual data entry: When the reservation/contract is completed, vehicle and customer information is automatically transmitted to KABIS; staff do not need to log into the system separately.
-
The risk of delays is reduced: Because the law requires instant notification, the notification is triggered at the time of booking, instead of a manual process dependent on staff reminders.
-
Additional safeguard against penalty risk: The risk of administrative fines resulting from failure to notify is significantly reduced by the automatic triggering of the notification (ultimate responsibility remains with the business).
-
Centralized visibility for multi-branch businesses: The notification status of each branch can be monitored from a single panel; there's no need to search separately to find out which branch is delaying notification.
Should you submit your KABIS notification manually or through the integrated system?
| Criterion | Manual Notification | Titarus Integrated Notification |
| Input | The staff also logs into the KABIS panel for each rental. | Reservation/contract information is automatically transmitted to KABIS. |
| Risk of delay/forgetting | It depends on the staff's ability to remember and their workload. | The system is automatically triggered with each rental. |
| Multi-branch tracking | Each branch has its own separate entrance, resulting in poor visibility from the central office. | The notification status of all branches can be monitored from a single panel. |
An Example from One Sector: From Notifications Lost Between Branches to a Single Panel
In a rent-a-car company with a total of 5 branches in Istanbul, Antalya, and Izmir, each branch manually entered data into KABIS at the end of the day through its own personnel; during peak season, the notification of some rentals could be delayed until the next day, which carried the risk of administrative fines. After integrating the reservation system with KABIS, notifications began to be automatically sent as soon as a vehicle was returned from each branch; the central office can see which branch reported which rental from a single panel.
“We no longer search for which branch delayed reporting at the end of the season; it’s all automated and on a single screen,” says the company’s operations manager.
Titarus is a car rental ERP software with over 200 modules that manages reservation, contract, fleet, accounting, and KABIS (Vehicle Registration System) notification processes for rent-a-car companies on a single platform. It automates KABIS notifications in a multi-branch rent-a-car network while allowing you to view the notification status of each branch from a central panel.
